Benin, Nigeria join African Union continental free trade bloc

Wednesday, July 10, 2019

Leaders of African Union (AU) member states met in Niamey, Niger’s capital, for an AU summit where on Sunday Presidents Muhammadu Buhari of Nigeria and Patrice Talon of Benin signed the African Continental Free Trade Area (AfCFTA) agreement.

Nigeria previously announced it planned to join the AfCFTA in the week leading up to the summit. AU trade and industry commissioner Albert Muchanga announced Benin was to join. The commissioner said, “We haven’t yet agreed on rules of origin and tariff con[c]essions, but the framework we have is enough to start trading on July 1, 2020”.

Niger’s president Mahamadou Issoufou said, “Nigeria is Africa’s biggest economy and most populous country. Without Nigeria the free trade zone would’ve been handicapped.”

The agreement seeks to remove tariffs on 90 percent of commodities and better intregrate African economies.

At the opening of the AU summit, AU chairperson President Abdel Fattah el-Sisi of Egypt said, “The success of the AfCFTA will be the real test to achieve the economic growth that will turn our people’s dream of welfare and quality of life into a reality”.

With Sunday’s signings, all but one of the member states of the 55-member AU have signed on to the agreement, with Eritrea the only state unsigned. African leaders have negotiated the deal over the last four years. While 54 nations have signed onto the AfCFTA, only 27 have ratified the agreement.

While many transactions in Africa occur using U.S. dollars or euros, the AU announced an electronic pan-African payment system.African Export–Import Bank president Okey Oramah said the use of third-party currencies “costs Africa between $5 and $7 billion,” further saying, “Beyond that, it also reduces trade because Africa has a scarcity of foreign exchange.”

There are reportedly 1.3 billion people in the free trade area, with the combined economies of the countries worth US$3.4 trillion. One of the stated goals of AfCFTA is to encourage more intra-Africa trade. Currently about 16–17 percent of African trade occurs between African countries. This is in contrast to the European Union members, where intra-European trade accounts for over 60 percent of trade.

The International Monetary Fund said in May the AfCFTA might be for African countries comparable to the European and North American trade blocs as an “economic game changer”.

Seven members states had bid to host the AfCFTA secretariat, the operational organ of the free trade agreement, with Ghana winning the bid.

HIV-positive man receives 35 years for spitting on Dallas police officer

Sunday, May 18, 2008

An HIV-positive man was sentenced to 35 years in prison Wednesday, one day after being convicted of harassment of a public servant for spitting into the eye and open mouth of a Dallas, Texas police officer in May 2006. The United States Centers for Disease Control and Prevention says that no one has ever contracted HIV from saliva, and a gay-rights and AIDS advocacy group called the sentence excessive.

A Dallas County jury concluded that Willie Campbell’s act of spitting on policeman Dan Waller in 2006 constituted the use of his saliva as a deadly weapon. The incident occurred while Campbell, 42, was resisting arrest while being taken into custody for public intoxication.

“He turns and spits. He hits me in the eye and mouth. Then he told me he has AIDS. I immediately began looking for something to flush my eyes with,” said Waller to The Dallas Morning News.

Officer Waller responded after a bystander reported seeing an unconscious male lying outside a building. Dallas County prosecutors stated that Campbell attempted to fight paramedics and kicked the police officer who arrested him for public intoxication.

It’s been 25 years since the virus was identified, but there are still lots of fears.

Prosecutors said that Campbell yelled that he was innocent during the trial, and claimed a police officer was lying. Campbell’s lawyer Russell Heinrichs said that because he had a history of convictions including similarly attacking two other police officers, biting inmates, and other offenses, he was indicted under a habitual offender statute. The statute increased his minimum sentence to 25 years in prison. Because the jury ruled that Campbell’s saliva was used as a deadly weapon, he will not be eligible for parole until completing at least half his sentence.

If you look at the facts of this case, it was clear that the defendant intended to cause serious bodily injury.

The organization Lambda Legal (Lambda Legal Defense and Education Fund), which advocates for individuals living with HIV, says that saliva should not be considered a deadly weapon. Bebe Anderson, the HIV projects director at Lambda Legal, spoke with The Dallas Morning News about the sentence. “It’s been 25 years since the virus was identified, but there are still lots of fears,” said Anderson.

The Dallas County prosecutor who handled the trial, Jenni Morse, said that the deadly weapon finding was justified. “No matter how minuscule, there is some risk. That means there is the possibility of causing serious bodily injury or death,” said Morse. Dallas County District Attorney Craig Watkins stated: “If you look at the facts of this case, it was clear that the defendant intended to cause serious bodily injury.”

Contact with saliva, tears, or sweat has never been shown to result in transmission of HIV.

A page at the CDC’s website, HIV and Its Transmission, states: “HIV has been found in saliva and tears in very low quantities from some AIDS patients.” The subsection “Saliva, Tears, and Sweat” concludes that: “Contact with saliva, tears, or sweat has never been shown to result in transmission of HIV.” On Friday the Dallas County Health Department released a statement explaining that HIV is most commonly spread through sexual contact, sharing needles, or transfusion from an infected blood product.

The British national airline, British Airways has announced that the former CEO of Aer Lingus, Willie Walsh is to be their new CEO. Mr Walsh is to replace the current CEO, Australian-born Rod Eddington in September after his retirement.

Willie Walsh started as a cadet for Aer Lingus at the age of 17, later becoming a captain of the airline. In 1998, he became the chief-executive of the airline’s charter subsidiary Furtura, and later in 2000 chief finance officer. In the wake of 11th September 2001, he became the chief-executive of Aer Lingus, itself. Worried about what happened to Swissair and Sabena, he looked at the rival Irish airline Ryanair for inspiration and made Aer Lingus in effect a no-frills airline, such as replacing the infamous turquoise uniforms with polo shirts and promoting via the Internet.

Ten-year-old computer glitch prevents delivery of 1,380 Canadian health results

Sunday, May 24, 2009

The Saskatoon Health Region in Saskatchewan, Canada recently discovered a fax machine problem which had not relayed almost 1,500 X-rays, Computed tomography (CT) and Magnetic resonance imaging (MRI) scans, ultrasounds, and other medical imaging test results to doctors.

The fax machine is part of the automated Radiology Information System. An audit revealed that medical diagnostic tests involving results dating back a decade have been affected by the broken fax machine.

On May 6, a doctor called the health region officials seeking follow up on a patient’s report. Staff who delved into it, found that the report was not sent from the system.

Now, two weeks later, this same patient has still not been contacted by the health region.

“It has taken some time to work with the patient’s physician. That was important — to get more information and more detail because we want that patient’s physician to be involved in the discussion with the patient,” Dr. David Poulin, vice-president of medical affairs for The Saskatoon Health Region, said. “This is a system error and that’s just what it was — an error. This doesn’t reflect in any way on the quality of work regional staff have done and continue to do.”

An internal review revealed that, of 2.2 million diagnostic tests performed, at least 1,380 had not been sent out by the malfunctioning fax machine.

The health region will embark on contacting each of the 1,380 patients and their physicians to make sure that the results have been received and if any health care was compromised.

Patients can also contact the health region via a newly set up hotline to make enquiries.

“We think it would actually be good practice if physician offices could have a system to check whether they have received important reports,” said Poulin, “The common practice appears to be in many doctors’ offices, particularly family physician offices, that they don’t respond to the report until it arrives. So, they basically are waiting for the report to arrive in their office by fax and it’s at that point that they look at it and decide what action to take.”

City Hospital, St. Paul’s Hospital and Royal University Hospital were the three city hospitals affected. Saskatoon has a population of roughly 233,923, and the hospitals also serve the surrounding rural areas.

Ironically the faulty fax machine was discovered the same week that provincial medical officials began to review approximately 70,000 radiology tests conducted in Yorkton. Officials there doubt the competence of the physician who first interpreted the radiology results.

The Socialist Left Party’s election initiative starts in Norway

Tuesday, August 4, 2009

Today, Norway’s Socialist Left Party (SV) launched their new election initiative named “up from the couch.” The campaign aims to get first-time voters and so-called “couch voters” to vote in the upcoming election.

Kristin Halvorsen, the Norwegian Minister of Finance and Party leader for SV, explained, “It’s a wakeup call, because those who sit on the couch let others decide for them. That’s way we are mobilizing as much as we can until Election Day.”

In the 2005 election only 55 % of first time voters used their voting rights.“It’s a challenge to get the younger voters to vote, because many of them haven’t done it before. We know that adults and older people are better in using their voting right then younger people,” said Minister Halvorsen.

The 2005 election showed that 1 in 3 of the voters who had voted for SV in the 2001 election switched to the Norwegian Labour Party. Only 43% of SV’s voters continued to vote for them. On election day, SV got 8.8% of the total national votes. Minister Halvorsen stated “We have a goal to mobilize enough to get 10 % of the voter’s behind us.”

There are several ways to search for ATV’s for Sale in Tucson, such as through Musselmanhonda.com, local classifieds and online classified advertisements. Keep in mind that an ATV can be dangerous if it is not used in the manner it is intended to be used. It is important to follow the manufacturers instructions for maintenance and upkeep as well as safety precautions. Here are some tips to help you find the best used ATV.

When searching for ATV’s for Sale in Tucson make sure you only buy from a reliable seller. This means that the seller should have a title for the vehicle and will not expect payment for the vehicle until you have test driven it and have the title in your hand. When you arrive to look at the ATV you are interested in, make sure you completely inspect the vehicle. If you know a mechanic, it is a good idea to have them go with you to look at the vehicle. An ATV is used as a recreational vehicle, so you can typically expect it to have several hours on the odometer, but current owner should be completely honest about any repairs that have been. You should ask if the vehicle has ever been damaged in an accident and what repairs have been done on the vehicle. One of the most important things you need to do when considering a used ATV is take it for a test drive. While driving the vehicle, pay careful attention to the steering, the suspension and the engine.

Listen for any unusual sounds from the motor and how rough the ride is. Make sure to check all of the lights and the tires as well. If the vehicle is in good condition and you are interested in buying it, depending on the asking price you can possibly negotiate a lower price. If the current owner refuses to lower the price, you may want to consider asking for the helmet to be included in the sale.
