Hong Kong’s only railway company modifies regulations

The MTR Corporation, the only railway company in Hong Kong since the rail merge in 2007, has loosened their rules. The corporation proposed the new modifications, then transferred the proposal to the Legislative Council, and will be effective from September 2010.

The new set of rules allow ‘non-disruptive’ use of profanity in private conversations, and the punishment for inflammatory use of expletives is lowered from a fine of HK$5000 to HK$2000. The new set of rules have also excluded the regulation against wandering in MTR premises, as well as the rule against attempting to eat or drink.

Democratic Party member James To has expressed his concerns about a new rule that outlaws the display of promotional material. According to To, the wearing of Tiananmen Square Incident-related T-shirts or acting the Goddess of Democracy may breach the new MTR rules.

He also deems two other regulations, namely the prohibition of distracting MTR staff members and photography and video-recording in the train carriages, ‘unreasonable’.

Unionist Li Fung-ying is also confused whether chewing gum was considered food. MTR head of operations Choi Tak-tsan replied that only what is regarded as food counts. They had not yet discussed on this matter, said Choi, and will soon. Li is also concerned about the rule which prohibits the entering of the first-class carriage without buying a ticket. Her main concern is whether the passenger will be allowed to buy the ticket rather than being fined HK$500.

Wong Kwok-hing believes that the MTR corporation should call upon more effort to advertise a more ‘civilised’ and ‘polite’ way of taking the train. Jeffrey Lam thinks that the new rules do not do enough to restrict shouting. MTR replied that anyone who shouts in the train can be advised to leave the train or even prosecuted.

Tyrus Wong, Bambi artist, dies at 106

On Friday, Tyrus Wong, a Chinese-US painter who inspired the style of Disney animated film Bambi, died at home of natural causes in Sunland-Tujunga, Los Angeles, according to his daughter Kim Wong.

Born on October 25, 1910 in Guangdong province, China, Tyrus Wong left the country with his father at the age of nine under fake names “Look Tai Yow” and “Look Get”. Wong’s father taught him the art of calligraphy using water instead of ink on newspapers.

Wong used to work as a houseboy after school in Los Angeles earning half a dollar per day. Wong’s principal in junior high school helped arrange a scholarship in Otis Art Institute for his art skills. At Otis, Wong studied Western art and graduated in 1935. In 1934, a landscape of Wong’s appeared in an exhibition organised by the Art Institute of Chicago which also featured a Pablo Picasso etching, “Two Nudes”. For two years, from 1934 to 1936, he worked for the Works Progress Administration to create paintings for public buildings.

In 1938, Wong began work in the Disney animation studio as an in-betweener — creating hundreds of intermediate images for the appearance of motion. Walt Disney noticed his work. Wong’s forest paintings of deer strongly influenced the style of Bambi. Wong worked at Disney for only three years before he was sacked in 1941, following an employee’s strike in which Wong did not participate. Next year, Wong became a Warner Bros. concept artist, drawing storyboards and set designs for live-action films. Films he drew concept art for included The Sands of Iwo Jima, Rebel Without a Cause, and The Wild Bunch. After more than a quarter century at Warner Bros., Wong retired in 1968. Wong gained US citizenship in 1946.

Wong influenced animator Andreas Deja, the creator of Lilo from Lilo & Stitch and Jafar from Aladdin. Wong also worked as a janitor, designed greeting cards, and picked asparagus during the lows in his career.

Wong was named a Disney Legend in 2001. Wong is survived by three daughters and two grandchildren.

St Louis Mortgage: Loan Modification Not Nearly As Lucrative As A Foreclosure

Millions of dollars have been enjoyed by numerous companies for simply approving home sales for less than the owed balance. This is also known as a type of short sale.

The United States Treasury department has been paying $1500 for each loan file that is modified. These companies also handle the collection of mortgage payments and requests for assistance.

These companies or servicers can also get $1,000 for each loan modification completion under the government’s modification program and additional stipends over a period of three years if borrowers stay current on their new mortgage payments.

But the problem has become that there will not be enough time nor man power to save the millions of homes where loan payments are in arrears more than 90 days nor do St Louis finance professionals feel there are enough incentives to accomplish this task.

The payouts provided by the Obama administration’s bailout programs don’t come close to what servicers will earn by choosing to foreclose instead.

In fact, “the incentives being offered by the government are small compared to the counter-incentive of foreclosure” so says chief economist Diane Swonk from Mesirow Financial.

Many feel that since the lending industry has its own set of incentives, you can’t tell people to do something that’s not in their best financial interest, especially in an market that is still struggling.

Now it seems, according to Swonk, that free enterprise even in a downturn economy such as ours can rightfully advocate greed over doing what is morally right and in the best interest of the St Louis mortgage owner.

And yes, this has become a double-edged sword so to say. The second quarter of 2009 showed that modified homeowners has missed at least one loan payment as reported by the Office of the Comptroller of the Currency and the Office of Thrift Supervision.

The statistics go on to show that a total of twenty-four percent of St Louis home loans modified in that same period were 90 days or more overdue.

Some now say that loan modifications do not work while others insist that we need more time to see how this plan unfolds before throwing in the proverbial towel.

Marie McDonnell, owner of Truth in Lending Auditing & Recovery Services in Orleans, Massachusetts suggests that these servicers are not really losing money when a re-default occurs.

If the homeowner fails to meet the terms of their new loan modification and the property isn’t approved for a short sale under the HAFA program, then servicers can proceed with a foreclosure and recoup all their money when the property is sold.

And since there is more money to be made with a foreclosed property, the majority of servicers will go the as many say the immoral route and not help save the homeowner’s property.

Once a loan is 90 days or more overdue, servicers can charge processing and foreclosure fees along with markups for attorneys, appraisers and other associated services.

Keep in mind this does not include any and all monthly late fees that can run as high as 5 percent of the mortgage payment.

Let’s talk about numbers for a moment. A $195,000 home going into foreclosure could bring approximately $11,000 in income for these servicers.

Rumors have it that on the average, servicers can easily make 10 times the amount more than any of the government stipends being offered by simply foreclosing on the house.

The sad thing is mortgage investors will take a loss from a foreclosure or a short sale, but not the servicers. As mentioned earlier, they get paid regardless because they are first in line to be paid from the proceeds of the home sale.

This unfortunate situation was only made worse when politicians rejected new legislation designed to allow bankruptcy judges to reduce mortgage balances and interest rates to help such homeowners.

The provisions know as the ‘cram-down’ law would have allowed judicial modified loans which in essence would have given better terms to the consumer to make it easier to continue with their mortgage payment.

This new legislation would have prevented servicers from using greed and financial gain in deciding who gets a loan modification and who goes into foreclosure. One has to stop and think was there any real hope for stopping this mortgage crisis in the first place.

Investigation into Polish air crash reveals passengers in cockpit

The investigation into the plane crash that killed Polish President Lech Kaczy?ski has revealed that passengers were in the cockpit of the crashed plane.According to the head of the technical commission involved with investigating the crash, Alexei Morozov, the crew of the aircraft had been warned of limited visibility, although it has not been determined whether or not the crew’s decision to land had been influenced by the passengers on board. The cause of the crash has not been identified, although the possibility of an explosion or terrorist attack on board the aircraft has been ruled out.

Morozov also said that the crew on board the plane had not been properly trained for the flight, and had been assembled only a few days before the flight. He said that the crew “did not undergo regular simulated training, including the practice of co-ordination and emergency situations during flights.”

The overall leader of the investigation, Tatyana Anodina, confirmed that unauthorized people had been in the cockpit near the end of the flight, saying that “in the cockpit there were individuals who were not members of the crew.” One person had been identified, although their name has not been released. Anodina said that “[t]he voice of one of them has been identified exactly, the voice of the other, or the others, will require additional information from the Polish side.”

The investigation also found that the aircraft involved had been in normal operating condition; Anodina said that “[t]he engines were working up till the moment the plane collided with the ground.”

Congressional panel concludes Gulf War Syndrome a legitimate condition

A study by the United States Department of Veterans Affairs presented to a Congressional panel on November 17, has confirmed that Gulf War Syndrome is a legitimate illness contracted by soldiers who took pyridostigmine bromide pills in order to counter the effects of nerve gas during the First Gulf War in Iraq. Several other factors likely contributed to Gulf War Syndrome, including excessive exposure to pesticides, mainly Permethrin and DEET, and chemical weapons residue caused by the American demolition of the Iraqi munitions depot in Khamisiyah.

The report estimates that about 1 out of every 4 veterans of the Gulf War are affected by this illness; this could mean anywhere between 175,000 and 210,000 soldiers are affected by the syndrome. The report also concluded that veterans exposed to the toxins spread by the destruction of the munitions depot have died of brain cancer at double the rate of other Gulf War veterans. Other problems associated with the condition are: fatigue, headaches, joint pain, rashes, breathing difficulty, forgetfulness, circulation problems, and cardiac troubles.

Gulf War Syndrome has been the focal point of veterans rights groups since the illness first became noticed in the early 1990s. The United States and British governments claimed that the illness was merely psychological trauma from war misinterpreted as an illness, and veterans could not receive medical coverage for the illness.

“I feel vindicated, but I’m angry. This is so long overdue,” said Denise Nichols, an advocate for veterans’ rights and a nurse who served during Operation Desert Storm. The National Gulf Veterans and Families Association (NGVFA) said that many veterans committed suicide after learning that the government did not recognize their illness as real.

Most students have similar scores on both tests but some students do much better when taking the ACT. Most colleges accept both the ACT and the SAT for Admission purposes. Just remember that you don’t need a practice test everyday. Doing a few math problems or reviewing groups of about 20 vocabulary words will eventually make a bigger difference.

UK Chancellor of the Exchequer makes 2005 Budget speech

The United Kingdom Chancellor of the Exchequer, the Right Honourable Gordon Brown PC MP, in a speech to the British House of Commons today presented his ninth Budget, what is very likely to be his last Budget before the next UK General Election. This opened the parliamentary debate on the 2005 Finance Bill, and was followed by responses from the opposition parties.

In a 48 minute long speech, the Chancellor presented a Budget of “tax cuts that are reasonable, spending that is affordable, and [economic] stability that is paramount”, that was “the prudent course for Britain”. There were few surprises that had not already been indicated in his 2004 pre-Budget report. The increase in the threshold on stamp duty was greater than that forecast by commentators, as was the amount of the Council Tax rebate to households with pensioners.

Buffalo, New York —The Common Council of Buffalo voted on Tuesday to send the Elmwood Village Hotel proposal “to committee for further discussion”, after citing the need for more public involvement.

The Elmwood Village Hotel is a development proposal by the Savarino Construction Services Corporation, a project designed by the architect Karl Frizlen of The Frizlen Group. The hotel would be placed on the southeast corner of Elmwood and Forest Avenues in Buffalo.

To make way for the project, at least five buildings located at 1109 to 1121 Elmwood Ave would be demolished. At least two properties on Forest Avenue could also be demolished. The Elmwood properties, according to Eva Hassett, Vice President of Savarion Construction, are “under contract”, but it is unclear if Savarino Construction actually owns the Elmwood properties. Hans Mobius, a former mayorial candidate, is still believed to be the current owner the properties. Mobius also owns 607 Forest Avenue.

The properties 605 and 607 Forest Avenue could also be included in the proposal according to Hassett.

“We would use a Special Development Plan to rezone 1119-1121 Elmwood and 605 Forest to a C-2 zoning category,” stated Hassett. It is possible that Savarino Construction may try to obtain a variance for 605 Forest, which would allow them to enforce eminent domain, should the hotel be allowed to go forward.

The building at 607 Forest was also discussed to be rezoned, but it is unclear what the plans would be for that property. During the February 28 Common Council meeting, Hassett stated that the properties 605 and 607 were “now off the agenda”.

Pano Georgiadis, owner of Pano’s Restaurant at 1081 Elmwood, owns the property at 605 Forest and attended Tuesday’s Common Council meeting.

“Having a hotel is a bright idea. We all love the idea of a hotel, but the way that it is presented, is wishful thinking. This hotel does not fit. It’s like putting two gallons of water in a gallon jug, it does not fit. At the last meeting, the architect admitted that they are planning to put the undergound parking lot and the hotel, right at the property line. If I open my window, I will be able to touch the wall, that goes fifty feet high”, said Georgiadis.

“There is a problem having a seventy-two room hotel and fifty-five parking spaces. That means that all the other cars will spill all over the neighborhood. The footprint is simply too small. If you have a bigger [parking] lot, and a smaller hotel, I will welcome a hotel. I have a parking lot at my own business, and I am chasing people all day long. Remember, the city says it has ‘zero tolerance [for illegal parking]’. Try telling that to the guy from Albany who came to see his kids, that are going to Buffalo State, who would get tickets totaling over a hundred dollars”, added Georgiadis.

The city’s Planning Board is scheduled to meet on March 14, 2006 at 9:00 a.m. about the proposal. Although a discussion will take place, no vote is expected to be taken.

At the moment, none of the properties are zoned for a hotel. Savarino Construction plans on asking for a C2 zoning permit. If that does not work, they plan to implement a new zoning plan called a “special development plan” which would allow for only a hotel on the site. That zone would not be able to be changed.

“This [project] justifies Mobius’s refusal to invest in any maitenance[sic] or improvements”, on the properties said Clarence Carnahan, a local resident. “Where were the Council persons over the years? Where were the city inspectors over the years, to make sure that he maintained and improved his properties? The government was supposed to be protecting, not being preditorial. I see a predatorial issue here when it comes to this hotel. Over the years: Why has the local government been disfunctional when it came to Mobius’s properties? Refusal to invest in improvements, doesn’t that sound like a slumlord? Maybe I am missing a point here, but what kind of messages does this send to other slumlords that havn’t[sic] been jailed or fined? It’s [the hotel] trying to be pushed through.”

Carnahan also presented signs for residents and or business owners who are opposed to the hotel, that could be placed in windows or on stakes in the yard. Some of the signs said, ‘No tell hotel’, ‘Hans off, no hotel’, ‘It takes more than a hotel to make a village’. and ‘Keep Elmwood free, no hotel’. Carnahan plans on making more signs for a protest to be held on Saturday March 18, at 2:00 p.m. (EST) on Elmwood and Forest. Some signs were given to individuals after the meeting.

“First things first, Hans is the problem, and I don’t think it has been addressed. Let’s roll back the clock on this project. What can we do with Hans? There is such thing as eminent domain, which could be of greater interest to the community, to seize the property at its lowest assessed value”, said Nancy Pollina, co-owner of Don Apparel with Patty Morris at 1119 Elmwood. “There are so many ideas that have not been explored and we are about to give this parcel away, to a big developer.”

Mobius has not returned any calls by Wikinews regarding the situation.

A freelance journalist writing for Wikinews has obtained a letter, exclusively, addressed to one of the five business owners from Hans Mobius stating:

There is a proposal to develop my property which you are currently renting. Because of opposition to this development, it does not look like it will happen. I will let you know if there any changes.

Despite the letter, there have been no plans or decisions made to end the proposal.

To date, none of the business owners or residents of 1119-1121 Elmwood have received an eviction notice.

Business owners and residents gave an indication of what they would like to see happen at the corner; a project similar to one done locally last year. There, developers renovated two buildings on Auburn and Elmwood Avenues, merging the buildings into one thus allowing for more shop space. Among some of the shops to move in after the development were Cone Five Pottery, The Ruby Slipper, and Abraham’s Jewelers. Prior to the renovation work, the left building in the picture was boarded up for several years. Many of the concerned locals would like to see a similar development on Forest and Elmwood.

Rocco Termini, a developer in Buffalo, proposed a similar design at the February 28 community meeting

In an interview after the February 28 meeting, Termini stated, “I will be willing to take a look at this myself, or I would be more than happy to be partners with Sam, Sam Savarino”, who is President and Chief Executive Officer of Savarino Construction Services Corp.

So far Savarino Construction has no plans to team up with Termini.

Author Amy Scobee recounts abuse as Scientology executive

Wikinews interviewed author Amy Scobee about her book Scientology – Abuse at the Top, and asked her about her experiences working as an executive within the organization. Scobee joined the organization at age 14, and worked at Scientology’s international management headquarters for several years before leaving in 2005.
