SAHTECH, SEMI, and Semiconductor Industry to promote “SEMI Safety Guideline” in Taiwan

Wednesday, April 2, 2008

“Localization of ‘SEMI Safety Guideline'”, executed by Safety and Health Technology Center of Taiwan (SAHTECH) and supervised by Semiconductor Equipment and Materials International (SEMI), was announced today in Hsinchu, Taiwan.

This localization included several fields on health and safety of semiconductor manufacturing, certification testing on electrical devices, evaluations on fire or natural diseases, and environmental issues on semiconductor manufacturing devices, etc.. Companies and manufacturers from the semiconductor industry also paid more attentions on this guideline because issues on carbon-savings, earthquakes, fire diseases, and environment-efficiencies were included into this guideline.

This [safety] guideline was originally promoted by SEMI since 1975 and was set up according to industry infrastructures in Europe, America, Korea, Japan, and Taiwan. Currently, its standards from the S1 to S25 was completely ruled by several world-class executives in semiconductor industry, and the S26 standard for FPD industry, proposed in Taiwan, was also in several arrangements with the other countries.
The semiconductor industry is a high-value industry in every country. If a fabrication plant (fab) was vandalized with fire or earthquake, how will a company decrease its lossless after a disease? As of some examples from the other countries, several companies didn’t pay more attentions on devices’ safety and finally got a damn trouble on counting lossless after a disease. By the way, voltages on electric using will take effect on energy especially the wasting of CO2. We [the semiconductor industry in Taiwan] hope this announcement will drive on global safety standards.
Generally, the designs of a fab will take effect on possibilities when a disease take place in, and its scale will chain much wasting on manufacturing devices and materials. For example, when using fluorine in a fab, a company would consider using a gas tank car rather than a steel bottle. But due to environment and carbon-saving issues, some evaluations should be tested in a fab.

On the other side of the incoming trade show of 2008 SecuTech Expo, scheduled after 2 weeks at Taipei World Trade Center, not only main fields on security devices, information security, and fire & disease preventions, the digital monitoring will be a hot topic in security industry. For applications on fire & disease preventions, because its issues contained industrial applications and ESH (Environmental, Safety & Health) managements, if a company want to decrease the ratio of fire disease or earthquake, companies from safety and related industries should pay more attentions on disease preventions.

Man auctions his life on eBay, is disappointed at sale price

Monday, June 30, 2008

After auctioning off his entire life on eBay for A$399,300 (244 912.148) Ian Usher says he is “a little bit disappointed” at the final selling price.

The 44-year-old British immigrant living in Perth, Australia, put all of his worldly belongings up for sale on the popular auction website, including his three-bedroom house and all its contents, his car, motorcycle, jetski, skydiving gear, and his job at a rug store, for which he offered a two week trial period. He even offered introductions to his friends living in Perth.

Usher made the decision to sell his life after his five-year marriage suddenly ended. On his website, alife4sale.com, he explains that “despite my life being busy and fulfilled, I still miss my wife so much. Everything in my home is a reminder of the wonderful past we shared. So, after a year in this house I decided that it is time to sell it and move on.”

It was as much about moving on as it was about selling it for as much as I could get.

During the 7 day auction, which ended on Sunday, there were several bogus bids which brought the sale price as high as A$2.2 million, but the final price ended up at A$399,300, which was around A$100,000 less than Usher had hoped for. “I’m a little bit disappointed, but I’m still excited. It’s still enough to move forward and do what I said I was going to do, which is move on to the next part of my life,” Usher said. “It was as much about moving on as it was about selling it for as much as I could get.”

According to Reuters, the winning bidder, whose username is “mslmcc”, also lives in Australia, and has a 100 percent feedback rating. Usher says he hasn’t yet been able to figure out who the buyer is, because of the TV crews lined up in front of his home. “I’m trying to find some time to get on the computer and check it out … I haven’t looked (up) anything about them yet,” he said.

Usher now plans to go off in search of a new life. His initial plan, as he describes on his website, was to just walk out his front door with just his wallet and a passport and board a train, with no idea of where to go. He has since launched 100goals100weeks.com, which will document his attempt to complete 100 of his life goals in a span of 100 weeks. Some of these goals include getting a pilot’s license, climbing the Eiffel Tower, learning to play the didgeridoo, and shaking hands with billionaire Richard Branson.

“I was pretty aimless when I started this, and I had a vague notion of adventure, but I’ve come up with a much more solid plan, which is still very adventurous,” Usher says. He invites anyone who is interested to join him on his adventures.

Over the last few years, the festival has become one of the most popular in the world.

On September 5, Wikinews sent freelance photographer Richard Burdett to the eTalk Festival Party, held by television broadcaster CTV. Described as a celebration of Canadian and international film and filmmakers, the party was held at CTV’s festival headquarters, the former CHUM-City Building. The red carpet extended into the parking lot stage area meaning celebrity guests were interviewed in the same spot where Diddy performed. DJ Samantha Ronson spun well into the night for revelers, as Lindsay Lohan hid from prying eyes inside the building.

Schools benefit from new California budget

Saturday, July 1, 2006

California Gov. Arnold Schwarzenegger signed a bipartisan state budget Friday that invests a record $55.1 billion in education – an increase of $3.1 billion this year and $8.3 billion over the last two years – and allocates $4.9 billion to create a budget reserve and to pay down the state’s debt early.

Schwarzenegger credited bipartisan cooperation in coming up with a budget he was willing to sign, and do it on time, a rarity in recent California politics.

“It’s amazing what can be accomplished when Democrats and Republicans work together in Sacramento,” said Schwarzenegger. “I want to thank the legislative leadership – Senators Don Perata and Dick Ackerman, Speaker Fabian Nunez and Assembly Republican Leader George Plescia – for all their hard work on the budget. We put politics aside and were driven by the overwhelming desire to do what’s best for the people of California.

“I am especially proud that the budget expands preschool, and returns art, music and physical education classes to our children,” he said.

State Superintendent of Public Instruction Jack O’Connell said he is pleased by the budget. “The budget passed by the Legislature brings welcome support to education in California, making good on past debts to our schools and investing in sorely needed classroom programs,” he said.

He had his own budget favorites: “I’m particularly pleased that the budget includes increased funding for school counselors, teacher professional development, programs targeted to helping students pass the high school exit exam, and expanded and improved student nutrition programs.

“While there are some priorities over which we may disagree, I applaud the Governor and the Legislature for a budget that makes education a top priority.”

Barbara E. Kerr, president of the 335,000-member California Teachers Association, also likes the direction of the new budget.“The timely approval of the new state budget is good news for our public schools and students,” she said. “School districts and teachers can now plan ahead. The nearly six percent cost-of-living-adjustment will allow local schools to restore funding to education programs that have been cut over the past few years and provide for salary increases.”

Still, Kerr, said, the budget doesn’t go far enough. “This budget is a down payment on the debt owed to our schools. Teachers will continue to work with the governor and the Legislature to ensure repayment of the $3 billion still owed to our schools under Proposition 98 and the lawsuit settlement agreement announced last month. That money will help our schools of greatest need reduce class sizes, improve teacher training and increase parental involvement.”

How the budget affects the New Haven Unified School District and James Logan High School, or the James Logan Courier, specifically is not yet clear.

State Treasurer Phil Angelides, who is running for governor against Schwarzenegger, liked the increased education funding, and praised his fellow Democrats in the legislature for that, but criticized the entire budget for being out of balance.

“On higher education, Democrats in the Legislature did the right thing, when the governor would not, and gained a $6 per unit rollback in community college fees,” he said in a statement. “That is a start. But the governor’s budget will still leave community college fees nearly double what they were just three years ago. And the budget will also leave untouched the fees at CSU and UC, which have increased by $2,000 and $5,000 respectively under Governor Schwarzenegger.”

Missing from the budget, Angelides said, is funding to expand health care for low-income children. Schwarzenegger “failed to get members of his own party to agree to a budget that funds health care for more kids from low-income families on the Healthy Families program regardless of the families’ immigration status. Compassion requires – and intelligent public health practice demands – that all people residing in California have access to adequate health care,” Angelides said.

Schwarzenegger credited a strong economy that increased state revenues for providing the cash to cover the increased expenditures and set aside a $2.1 billion reserve and an additional $2.8 billion for debt prepayment. Included in that is $1.42 billion for repaying borrowed funds earmarked by the voters for transportation projects aimed at reducing traffic throughout the state. The early debt payment and the reserve account for nearly 4.7 percent of the overall budget – the highest in 25 years.

Still, Angelides said, the budget is out of balance and the state is running up more debt. “Despite his repeated pledges to ‘cut up the credit card’ Governor Schwarzenegger has produced a budget that still leaves a $3.3 billion structural budget deficit for 2006-07 and more deficits for years to come,” Angelides said, “It is a budget thatwill continue to shift the burden of today’s deficits onto the backs of futuregenerations.”

The budget largely mirrors the May Revise, which has since prompted all three Wall Street credit rating agencies to upgrade the state credit rating, reducing the cost of state borrowing. One of the agencies, Fitch, Inc., cited “California’s continuing economic recovery, strong revenue performance and continued progress in reducing fiscal imbalance” when upgrading their rating on the state’s general obligation debt from A to A+ last month. Standard and Poor’s also raised its rating from A to A+ in May. Moody’s Investors Service raised its rating from A2 to A1 the same month.

Despite the improved credit ratings, Angelides said, the three rating agencies still have reservations about the state’s fiscal future. The agencies “have corroborated my warning and that of the Legislative Analyst that while state revenues have improved, California’s fiscal condition will remain insecure until the state produces balanced budgets,” he said.

Highlights of AB 1801, the Budget Act of 2006 by Assembly member John Laird (D-Santa Cruz), include:

Preschool through High School Education – The budget includes $100 million for the Governor’s targeted preschool initiative, which will make preschool available to every four year old living in a low-performing school district. $50 million of this funding will be used to build and improve preschool facilities. The budget also includes $645 million to fund physical education, arts and music programs. Overall, $11,264 will be spent on each student, an increase of $516 from the current year.

Higher Education – The budget allocates $19.1 billion from all sources for higher education and eliminates tuition and fee increases at UC and CSU. California, which already has the lowest community college fees in the nation, will further lower student fees from $26 per unit to $20, effective Spring 2007.

Law Enforcement – The budget includes an additional $196 million to support law enforcement efforts, including money to fund Sexual Assault Felony Enforcement teams, 500 GPS devices to track and monitor the highest-risk parolees and four new Gang Suppression Enforcement Teams. The budget also proposes the addition of 235 California Highway Patrol positions, includes $56.4 million to replace the CHP’s existing radio system and allocates $6.4 million to handle the increasing number of wireless 9-1-1 calls. Additionally, the budget includes a $20 million investment to strengthen efforts to fight methamphetamine trafficking and $6 million to create three new California Methamphetamine Strategy program teams.

Disaster Preparedness – The budget provides $220 million to enhance California’s ability to prepare for, mitigate and respond to emergencies, including money to strengthen public health response during a disaster. This includes preparations to prevent a pandemic influenza outbreak and expanding efforts to help local governments develop disaster preparedness plans.

Public Health – The budget includes $22.6 million for counties to perform outreach and enrollment activities to reach the 428,000 children who are eligible for Medi-Cal or the Healthy Families program but are not enrolled. The budget for the Healthy Families program also covers enrollment growth for 78,200 additional children.

Transportation – In addition, the Budget makes a substantial investment in improving California’s transportation system. It provides $1.4 billion to fully fund Proposition 42 for the second consecutive year, and it provides an additional $1.4 billion for the early repayment of past loans from Proposition 42, for a total of $2.8 billion. Of the $1.4 billion repayment, $440 million is designated for cities and counties for local road and street maintenance that would otherwise not be funded.

The budget is the first on time budget since 2000 and the fourth in the last 20 years. The 2006-07 budget’s general fund is $101.3 billion and total is $131.4 billion. For a more detailed overview of the budget, please visit www.dof.ca.gov.

Study tests the use of Google as an aid for medical diagnoses

Friday, November 10, 2006

In an internet-based study published today on the website of the British Medical Journal, Australian investigators tested how well Googling could help to establish a difficult diagnosis. The search results met against their criteria in 15 out of 26 cases.

Previous anecdotes of the use of Google in reaching a difficult diagnosis are presented in the paper. In a case described in the New England Journal of Medicine (NEJM), a physician diagnosed IPEX syndrome after submitting the typical diagnostic clues to the search engine. A patient’s father replied to doctor’s saying that his son had acute subclavian vein thrombosis of unknown origin: “But of course hehas Paget-von Schrötter syndrome.”

Hangwi Tang and Jennifer Hwee Kwoon Ng from the Princess Alexandra Hospital in Brisbane selected clinical cases from the NEJM blind to the correct diagnosis. They selected 3 to 5 rather specific features, searched Google, and selected the 3 disorders from the results that seemed to fit the case best. If one of those was right, Google was said to be “right”.

The scientists admit that an internet search probably works better with specific symptoms rather than with phrases such as “fever ill pain”. Also, the percentage may depend on the operating physician’s knowledge base, and the test was not double-blind.

Experts commented that the internet is not a replacement for doctors, but should be seen as a way of supporting doctors and patients. A spokeswoman for the Patient Association added that “a lot of sites are not credible. There are lots of good sites out there, but we also know that there are many that are not credible.”

Iranian International Master Dorsa Derakhshani discusses her chess career with Wikinews

Tuesday, April 14, 2020

In February 2017, the Iranian Chess Federation announced two teenage chess players, Dorsa Derakhshani and her younger brother Borna Derakhshani, were banned from representing the national team. The federation announced their decision although Dorsa Derakhshani had previously decided and informed the chess federation she did not wish to play for Iran.

Dorsa Derakhshani is currently 21 years old and holds the International Master (IM) as well as Woman Grand Master (WGM) titles. Her brother, Borna, plays for the English Federation and holds the FIDE Master title.

Dorsa Derakhshani was banned since she did not wear a hijab, an Islamic headscarf, while competing at the Tradewise Gibraltar Chess Festival in January 2017. Under the laws of Islamic Republic of Iran, hijab is a mandatory dress code. Her brother Borna Deraskhsani was banned for playing against Israeli Grand Master (GM) Alexander Huzman at the same tournament. Iran does not recognise the existence of Israel, and previously, Irani athletes have avoided playing against Israeli athletes.

Mehrdad Pahlavanzadeh, the president of the country’s chess federation, explained the decision to ban the players saying, “As a first step, these two will be denied entry to all tournaments taking place in Iran and in the name of Iran, they will no longer be allowed the opportunity to be present on the national team.” ((fa))Farsi language: ?????? ????? ?? ??? ??? ?? ??? ????? ?? ?? ???? ???????? ?? ?? ????? ? ?? ??? ????? ?????? ??????? ????? ??????? ? ???? ???? ???? ?? ??? ??? ?? ??????? ????. He further stated, “Unfortunately, something that should not have happened has happened and our national interest is paramount and we have reported this position to the Ministry of Sports.” ((fa))Farsi language: ????????? ?????? ?? ????? ????????? ?????? ??? ? ????? ??? ?? ?? ?? ???? ?????? ???? ? ?? ??? ???? ?? ?? ????? ???? ?? ????? ?????.

IM Dorsa Derakhshani, who currently studies at Saint Louis University in the United States and plays for the United States Chess Federation, discussed her chess career, time in Iran and the 2017 controversy, and her life in Saint Louis with a Wikinews correspondent.

Best And Worst Car Insurance Companies As Rated By Consumers 5 Ratings Dimensions

By Susan Willis

To properly shop for car insurance, you know by now that it is not just about price. Sure, everybody wants to pay the lowest-possible insurance premiums each month: why pay more than you have to?

But, after you have been shopping for car insurance for a while, you come to realize that price is only one dimension along which you should be evaluating your choices. In reality, once you become a customer, you will want to make sure you have the right types of coverage. And, of course, you will want good customer service and other aspects of a quality experience.

If you want to know which are the best and worse car insurance companies as rated by consumers, here are the 5 dimensions along which they should be rated:

1. Customer interaction:

This dimension is also known as customer service. It includes factors such as average phone wait times when making an inquiry or filing a claim. But, it also reflects things like:

* Did you get connected to the right person quickly enough when you called them?

* Was the person on the other end of the line courteous and helpful?

* Did they resolve your problem, question or concern in a timely manner?

2. Policy offerings:

This rating dimension has to do with the types of coverage that the company makes available to you. Of course, each company should have standard coverage options like liability, uninsured motorist, and collision coverage. But, there are various options within each of these coverage categories – and some companies offer more options than others.

3. Billing and payments:

This dimension answers the question: how easy and straightforward are the billing and payments processes? Receiving bills in a timely manner, having payments processed quickly, and the ability to easily make inquiries to the billing department are all considered within this item.

4. Price:

Of course, getting a reasonable policy price can and should be one of your top priorities. This is by no means the least-important dimension along which you should evaluate your options, as insurance companies can give wildly differing quotes for the same person with the same coverage. By saving just $50/month you will be saving $600/year on insurance. That’s pretty significant.

5. Claims:

This is one of those dimensions of the auto insurance company experience that you will hopefully never have to deal with directly. And, that is precisely why many people underestimate the importance of their insurance company having a smooth claims process.

However, if and when you ever need to file a claim, you will suddenly remember that this is the very reason for which you bought car insurance: to have the chance to be protected financially by it. In addition to price, claims service quality is one of the most important factors that consumers look at when rating insurance companies.

Be sure to evaluate the prospective car insurance companies by these 5 dimensions as you decide which one is best for you and your family. Check out the JD Powers & Associates ratings in their latest National Auto Insurance Study to find out what consumers are saying about top companies.

Australian government provides $15.8 million for North Adelaide Technical College

Tuesday, June 27, 2006

Australian Minister for Vocational Education and Training, Gary Hardgrave has announced the government will provide AU$15.8 million to establish an Australian Technical College in North Adelaide. The minister said the government was entering into a partnership with the Archdiocese of Adelaide and consortium of industrial and manufacturing companies.

The North Adelaide college will be located in Elizabeth and be operated as an independent non-government school. The college is one of 25 to be established across the country.

Enrolments at the college will begin in 2007 and will offer courses in areas where identified skills shortages exist in the North Adelaide region, specifically – engineering, construction, electronics and cooking.

Mr Hardgrave said that the proposed college had been popular among the North Adelaide business community. “This important initiative has been well received by North Adelaide business and industry, and will help to address skills needs and provide opportunities for those in greatest need, including a lot of Indigenous students in the region,” Mr Hardgrave said.

“The fact that this College is being led by local employers, local government and other key stakeholders, means it will be truly industry and community driven,” he said.

Australian Technical Colleges were established to cater for year 11 and 12 students who wish to do an apprenticeship as part of their school education.

The Australian Education Union has expressed a number of concerns about the model put forward by the government. In a report, they claim that trade facilities at TAFE colleges (operated by state governments) will deteriorate as funding is diverted to the ATCs. The union is also concerned that ATCs are supposed to be selective VET schools. According to the union they will have selective entry and preferential funding. It is feared that teachers will be lured away from schools and TAFE colleges to higher paid positions in ATCs.

The Education Union suggested that the government invest in schools that already offer vocational education programs.
