Illinois man charged in Facebook harassment case

A man from the Naperville, Illinois, United States area has been accused of allegedly threatening to kill his ex-girlfriend and her current boyfriend via messages posted on her Facebook account. 

Nineteen-year-old Christopher J. Bensfield was arrested Jan. 28 at his home in unincorporated DuPage County near the far west-central part of Naperville. He is being held on a $12,500 bond at the DuPage County Jail in Wheaton. He is scheduled to appear at the DuPage County Circuit Court on a felony charge of harassment via electronic communication. Police Sergeant Gregg Bell said the ex-girlfriend, a Naperville-resident, asked Bensfield to stop sending the messages many times before she submitted printed copies of the threatening messages to Naperville police.

Court records indicate Bensfield is already on probation after pleading guilty last September to possession of a controlled substance. He was arrested in August 2008 after disobeying a stop sign in Naperville. Police searched his car and found marijuana and drug paraphernalia. This was the third time Benfield had been arrested for having marijuana since April 2007, when drugs were found in his possession at Naperville Central High School. Last October, a judge issued a fine and required him to join the DuPage County Sheriff’s Work Alternative Program. He has also received five tickets within three months in 2008 for driving violations, including speeding, driving without insurance, transportation of an open alcohol container, and driving too fast for conditions.

Bensfield’s mother also has an order of protection against him. Ms. Bensfield stated that he asked her for money in late December; he then broke into her home in Naperville’s far southeast-side, punching holes in the walls and breaking various items before leaving. Christopher was arrested Dec. 29 and faced a misdemeanor charge of criminal damage to property. He “suffers from bipolar disorder and has not been taking his medication,” according to information the Naperville Daily Herald has received from Ms. Bensfield.

Drone smartphone app to help heart attack victims in remote areas announced

German non-profit organization Definetz announced on Friday the development of the ‘Defikopter’: a medical drone, launched by smartphone app, designed to be able to fly defibrillators to heart attack victims in remote areas quicker than an ambulance.

The Defikopter is to be launched by an app that sends out the GPS coordinates of the victim. With the ability to fly at 70km per hour in all weather conditions, the eight-armed octocopter could reach any patient within a ten kilometre radius.

The invention has received cautious praise from German medical services; the drone is still in the development and testing stage. Definetz and collaborating drone builder Height Tech have not issued any information about the release of the smartphone app or about when the drone will be available for medical services to purchase.

“We’ll have to see how much these drones can help,” German emergency services union representative Marco König told The Local. German news site Mittelbayerische reports a price tag of €20,000 (US$26,000) apiece.

One major problem Definetz faces is the law that requires all unmanned flying vehicles in Germany to be supervised. Another is that only members of the public who downloaded the app ‘just in case’ of an emergency, plus emergency workers with the app, could summon a drone.

Pittsburgh Steelers quarterback Roethlisberger upgraded to fair condition

On Tuesday, NFL quarterback Ben Roethlisberger was upgraded to fair condition at Pittsburgh’s Mercy Hospital. The extent of his injuries is now known. Roethlisberger lost two teeth and chipped others, suffered a concussion, a broken upper and lower jaw, a broken nose, broken facial bone, a 9 inch laceration to the back of his head, and road rash injuries to his knees which thankfully do not extend to the joints. Police confirmed that Roethlisberger was riding without a helmet and additionally, did not have a Pennsylvania motorcycle license; he had a learner’s permit, which expired March 29, 2006. Given this fact, Roethlisberger was in fact legally obligated to wear a helmet in the commonwealth of Pennsylvania.

Steelers officials and Roethlisberger’s agent, Leigh Steinberg, confirmed that Ben had received a letter last year from team representatives warning him that parts of his contract might be affected if he were to be injured while riding a motorcycle. The letter was apparently sent in order to both put the team on solid legal footing were a major accident to occur, and apprise Ben of the risks he is taking by riding a motorcycle.

Records kept by the Pennsylvania Department of Transportation indicate that 180 helmet-wearing motorcyclists died in wrecks in 2004 and 2005 in Pennsylvania. In the same period, 157 helmet-free bikers died in wrecks.

Pennsylvania’s 35-year-old law requiring helmets to be worn was amended in 2003 to make helmets optional under certain circumstances. According to the amended law, a motorcyclist will no longer be required to wear a helmet if the rider is:

  • A person 21 years of age or older who has been licensed to operate a motorcycle for not less than two full calendar years.
  • A person 21 years of age or older who has completed a motorcycle rider safety course approved by the department or the Motorcycle Safety Foundation.
  • A passenger 21 years of age or older if the motorcycle driver meets one of the qualifications for not wearing a helmet.

U.S. automaker GM plans to close 1,100 dealerships

American automobile manufacturer General Motors (GM) announced plans Friday to shut down about 1,100 of its dealerships, in an effort to evade bankruptcy and lower its expenditures.

GM’s move comes a day after Chrysler, another U.S. car maker, released a list of 789 dealerships that it was closing. Unlike Chrylser, GM will not publicly announce the dealerships that it intends to shut down. Instead, dealerships whose franchises won’t be renewed after October of next year will receive a private letter telling them of the decision.

At the moment, GM has 6,246 dealers in the U.S. It intends to reduce that number to 3,605 by the end of 2010. GM said the dealerships that were to be closed are “underperforming and very small sales volume U.S. dealers.”

“They’re dealerships that are in most cases hurting, losing money, and in danger of going out of business anyway,” said GM’s sales, service, and marketing vice president in a telephone conference. “It’s a move that people could argue should have been taken years ago but this leadership team had no choice but to do it today.”

The dealers that are to be closed represent 18% of the firm’s dealership network, but only 7% of GM’s 2008 revenue.

Adverse Selection And California Health Reform

There are many terms that go along with California health insurance…enough to make it thoroughly confusing to even best and brightest as you have probably found when running your quotes. Unfortunately, we’re going to have to add yet another more obscure term which will rear it’s ugly head around 2014-2015 under the current health reform law as it is written. The term that will be very very important to everyone’s wallet is “adverse selection”. Let’s take a look at this purely insurance jargon and find out what it means to the entire pricing structure of the California health insurance market.

Adverse Selection. It’s sounds technical enough although some spattering of latin would be a nice finish. What does it mean? If you’re conjuring up engineers in bow ties with reams of data running around a drab government-like building uttering “Adverse Selection” frequently, you’re not too far off. It is a technical insurance term used almost exclusively within the industry and primarily the underwriting plan design section of the company. Adverse selection in layman’s terms means this…attracting bad risk. Essentially, it’s a component of insurance plan design that attracts more risky customers than the average. It make a few months or even a few years but eventually adverse selection will destroy a plan and if not careful, the company that issues the plan. With decades of experience at calhealth.net, we’ve seen many instances of adverse selection in the California health insurance market. Let’s take a look at one now.

About six years ago (maybe 2005), a very large, nationwide health insurance carrier decided to jump into the California individual health insurance market. This was a time when the main California carriers such as Blue Cross of California, Blue Shield of California, Health Net, and the like were panicking from the onslaught of brand medication inflation. This carrier offered just a few plans…less than five which were incredibly rich for hospital bills including maternity at a very relatively low cost. I don’t recall the specifics but it might have a $250 deductible and then no out of pocket on an HMO type plan for hospital with costs below the market standard benefit of $250 deductible followed by co-insurance up to $1500 or so. That rings true all these years later. Guess what…any person looking at having a baby gravitated towards this plan since delivery was going to be $250 and change (copays, etc). The plan imploded so quickly that the carrier actually pulled completely out of the market. I remember warning prospective California health insurance shoppers that the plan/rate would be short lived as it was too good to be true. When the carrier announced to the market that they were leaving the individual health market, roughly 75% of the clients we had on that policy was pregnant! Yes, 3 out of 4. It was so bad that the carrier had to delay the plan withdrawal by 9 months..yes 9 months. Hmmmm…wonder where they got that number from?

That’s adverse selection. When you attract some type of higher risk by plan design or pricing, it’s a quick spiral down. What does this have to do with health reform and the California health market? It’s practically woven lock and stitch through the entire bill. Let’s just look at the big one screaming from the isles. The penalty for not buying insurance. It’s graduated to go up over a period of years but it might never get there. The first year’s premium is just under $100. Now right now, the uninsured break down into roughly 3 components. Can’t afford coverage, can’t qualify due to health, can afford it but don’t want to buy it. Arguably, the penalty is aimed at the latter third. Let’s take someone who doesn’t want to buy coverage right now (latter third). Give a 40 year old male this option. You can either pay $100 this year in penalties for not getting coverage or pay roughly $2500 in premium for a policy. Look…they don’t have coverage now! They’ve already made that decision. We’re not even discussing the fact that the new rates will be much higher since mandated coverage will be richer. Now, what if that same person needs a surgery or gets cancer. Coverage will be guaranteed issue. They can qualify regardless of health. They sign up, get that $50K surgery covered and all is well. Well, not all. The underlying insurance rates will explode due to this adverse selection which will force more and more healthy people to contemplate the same options above. Some of them will decide to pay the penalty. This begins the spiral. Less healthy people in the pool, the rates go higher and so on and so on. Adverse selection is the death spiral of any insurance.

The penalty is supposed to go up and needless to say, it will never be as high as the premium and a few years of the above situation at a lower penalty is enough time to explode the market. I wish I was wrong but I’ve seen it too many times. This is just writ large.

US Transportation Security Administration “made inaccurate statements” about passenger privacy, says Department of Homeland Security report

Tuesday, March 29, 2005In a report from the Department of Homeland Security released on Friday, March 25, they allege the US Transportation Security Administration “made inaccurate statements” about its management of personal data belonging to passengers. The report claims, “TSA did not ensure that privacy protections were in place” as it handled data transfers to private contractors for use in the development of a computerized passenger screening application, called CAPPS II. While the report criticizes TSA for its inaccurate statements, it notes the “misstatements were apparently not meant to mischaracterize known facts,” but were instead “premised on an incomplete understanding” of the truth.

According to the report, the data at issue described passengers flying on the following airlines: America West Airlines, American Airlines, Continental Airlines, Delta Air Lines, Frontier Airlines, and JetBlue Airways. In most of the problematic transfers, the privacy violation occurred by allowing third parties to access passenger data that was not anonymized. In one case, passenger information was made public on the internet through a presentation prepared by Torch Concepts. According to the report, “Torch Concepts’ subsequent efforts to remove the presentation from the internet have failed.”

In an AP report, Yahoo! News notes that TSA announced the launch of its “Secure Flight” system, saying, “Congress has said the agency can’t proceed with Secure Flight unless the Government Accountability Office reports that the technology ensures privacy and that the data are protected.” The report from the GAO was to be released Monday, March 27, 2005.

‘Each makes the other more difficult to recover from’: University of Sussex professor L. Alan Winters speaks to Wikinews on trade, COVID-19, Brexit

Earlier this month, Wikinews spoke with University of Sussex professor of economics L. Alan Winters regarding the decision of the United Kingdom to leave the European Union (EU) in the 2016 Brexit referendum and the subsequent negotiations leading up to and following the EU–UK Trade and Cooperation Agreement of December, which he has researched extensively. In a call, a Wikinews correspondent spoke with Professor Winters about recent developments in UK trade policy to learn more about his observations.

Winters is professor of economics at the University of Sussex, as well as founding director and fellow of the UK Trade Policy Observatory (UKTPO). His career spans over 15 years, including as chief economist at the Department for International Development, director of the Development Research Group of the World Bank, CEO of the Migrating Out of Poverty Research Programme Consortium and advisor for the Organisation for Economic Co-operation and Development, the Commonwealth Secretariat, the European Commission, the European Parliament, the United Nations Conference on Trade and Development, the World Trade Organization and the Inter-American Development Bank.

Three reports where Winters is listed as an author were used as reference during the interview: “COVID-19 will reinforce the Brexit shock”, “The Costs of Brexit” and “Taking stock of the new UK-EU Trade and Cooperation Agreement: governance, state subsidies and the level playing field”.

Winters was awarded the title “Companion of the Most Honourable Order of the Bath”, styled C.B., on June 16, 2012 as part of the 2012 Birthday Honours.

US congresswoman Gabrielle Giffords shot at Arizona supermarket

US congresswoman Gabrielle Giffords was shot at a public event in Tucson, Arizona today. At least five were killed and several others were wounded in the shooting, including at least one of Giffords’ staff. The shooting occurred at a Safeway supermarket where Giffords, a Democratic Party member who represented Arizona’s 8th congressional district, had scheduled a public “Congress on Your Corner” event.

Giffords was widely reported as having died after the attack, but her public relations personnel later said she was undergoing surgery. Giffords was shot in the head at close range, and according to the Pima County sheriff, Giffords, aged 40, died from the attack. National Public Radio, however, reported that there were conflicting reports about her death.

Giffords was airlifted to a nearby hospital and underwent emergency surgery. A spokesperson for University Medical Center said, “She is currently in surgery. She’s alive,” adding that nine other shooting victims had been taken to the hospital. After the surgery, the hospital announced Giffords was alive with a single gunshot wound to the head and that she was responsive.

The hospital also said that a nine-year-old was among those killed in the shooting. David Gonzales, a US Marshal, said that federal judge John Roll also died from his wounds. President Barack Obama said the shooter killed a total of five people.

Peter Michaels, of Arizona Public Media, said Giffords had been speaking to several people when someone began firing randomly from around 4 feet (1.2 metres) away. The gunman attempted to flee but was tackled by an onlooker and taken into police custody. Described as in his late teens to early twenties, he was later identified as 22-year-old Jared Loughner, who used a handgun in the attack.
