India: Maharashtra plastic ban comes into force

On Saturday, the plastic ban in the Indian state of Maharashtra came into force. In an attempt to minimise pollution, the state government has introduced a ban on single-use plastics.

The leader of the Yuya Sena political party, Aaditya Thackeray, said on Twitter, “The ban on single use disposable plastic cups, plastic bags, plastic straws, plastic plates and cutlery, styrofoam cutlery and non woven bags”. He added, “these are global issues now and we have taken a step to combat it”.

Plastic pollution has led to the choking of drains, marine pollution and a risk of animals consuming plastics. This year, India’s motto for World Environment Day — June 5 — was “Beat Plastic Pollution”. People violating the plastic ban are to face a fine of 5,000 Indian Rupees (INR) for the first offence. For the second offence, the fine is INR 10,000 and the third time offence is INR 25,000 and a three-month prison term. Deputy municipal commissioner Nidhi Choudhary said, “To weed out corruption, we plan to give inspectors payment gadgets for electronic receipts of the fines”.

The Maharashtra government has given a 90-day period for manufacturers to dispose of existing polyethylene terephthalate (PET/PETE) plastic spoons and plates, while shopkeepers and citizens in general have six months to dispose of plastics. However, the ban does not prohibit plastic usage for wrapping medicines or milk cartons thicker than 50 microns.

The state government had announced the decision for the plastic ban on March 23. According to NDTV’s report, Maharashtra is the eighteenth Indian state to enforce a state-wide plastic ban. Aaditya Thackeray also said, “I congratulate the citizens for making this into a movement, even before the ban was enforceable, giving up single use disposable plastic.”

UAE launches national authority for scientific research

The United Arab Emirates (UAE) has announced its first national authority for scientific research (NASR) to coordinate and fund scientific research in the country.

The national authority for scientific research was announced on March 7 by Shaikh Nahyan bin Mubarak Al Nahyan, UAE minister for higher education and scientific research. NASR will begin with an annual budget of AED100 million (approximately US$27.2 million). The authority hopes to receive additional contributions from the public and the private sector.

NASR will look to fund research projects in various fields, including engineering, technology, medicine, water and agriculture, proposing specific projects to be competed for by researchers at universities and private research institutes.

“Projects are going to be selected to help promote scientific research and the growth of UAE society and we will compare them with international scientific research criteria,” Gulf News quoted Al Nahyan as saying at the launch.

NASR will also train scientists and develop programmes for promoting public science awareness. It will also coordinate with government authorities on the issue of intellectual property rights, by providing advice on how companies and research centres should go about protecting their discoveries in the form of patents or licenses. It will also provide scholarships for researchers in the UAE to work on international research programmes, and organise national scientific conferences. NASR forms part of the UAE’s strategic plan to improve higher education and scientific research.

Zakaria Maamar, associate professor at the College of Information Technology at Zayed University, UAE, told Science and Development Network (SciDev.Net) that, “This initiative is another boost to the research and development activities that are carried out in the UAE. It will definitely provide researchers with the appropriate funds to sustain such activities and promote best practices in the community.”

Said Elnaffar, assistant professor at the college of information technology at the United Arab Emirates University, told SciDev.Net that, with this initiative, the UAE is taking the lead and setting a good example by building a strong development infrastructure founded on knowledge discovery and research.

Scottish Midlothian car crash kills three

Two cars have been involved in a road traffic accident in the Scottish Lothian and Borders region, causing three fatalities and sending three to hospital. The incident occurred on the A68 road approximately 1.5 miles south of the Midlothian village of Pathhead when a Škoda Octavia and a Nissan Note travelling in opposite directions collided at approximately 0730 UTC today.

The Nissan, which was carrying five occupants, overturned and came to rest on its roof. Three male Buddhist monks who sat in the back of the car died at the site of the crash. The female driver of the vehicle managed to get out of the vehicle herself but another male passenger in the front of the car had to be cut free by fire service members. The two front-seat passengers as well as the male driver of the Škoda were hospitalised at the Royal Infirmary of Edinburgh, although none of their injuries are considered likely to be fatal.

“This is a tragic incident,” Inspector Simon Bradshaw of Lothian and Borders Police said, “and we are currently in the process of carrying out inquiries in order to establish the full circumstances of the collision.” The A68 road close to the location of the accident was temporarily closed to allow police to investigate the incident, with traffic redirected to the B6370 road via the town of Gorebridge. The road has since reopened.

The gravest denunciations involve the aid project to Iraq, called Oil-for-Food. Grave denunciations of bribe exist, superfluous accounting and collaboration with the ex-dictator Saddam Hussein, against staff of the UN, companies and politicians of several countries. Even the secretary of the UN, Kofi Annan was suspicious of participation in the plan of corruption. And also grave doubts still hover about his son, Kojo Annan.

The gravity of the denunciations threatens not only the credibility of the UN, but its existence.

Time magazine refutes US President Donald Trump’s Twitter claim he was nominated Time ‘Person of the Year’

On Friday, US president Donald Trump released a tweet via Twitter claiming New York-based magazine Time had informed him they would “probably” name him “Person of the Year”. The claims made in the tweet, sent while Trump resided for the Thanksgiving season at his Mar-a-Lago club in Palm Beach, Florida, were promptly refuted by the magazine itself and personnel connected to its publication.

Trump’s tweet read, “Time Magazine called to say that I was PROBABLY going to be named ‘Man (Person) of the Year,’ like last year, but I would have to agree to an interview and a major photo shoot. I said probably is no good and took a pass. Thanks anyway!”

Time magazine recognizes as “Person of the Year” an individual who “for better or for worse… has done the most to influence the events of the year.” The magazine named Trump in 2016 in an issue titled “President of the Divided States of America” a month after his successful bid for the U.S. presidency. Agence France-Presse noted, in 2012, 2013, and 2015 Trump used his Twitter account as a platform to highlight his displeasure at not being so named.

Time magazine released a tweet of their own on Friday refuting the claim made by Trump, which read, “The President is incorrect about how we choose Person of the Year. TIME does not comment on our choice until publication, which is December 6.”

Rather than a photo shoot such as Trump claimed they requested, Time magazine used a painting to depict German chancellor Angela Merkel for their 2015 “Person of the Year” issue, when they chose her to receive the title.

Alan Murray, the chief content officer for Time Inc., the magazine’s publisher, also countered Trump’s claim in a tweet on Friday, stating, “Amazing. Not a speck of truth here—Trump tweets he ‘took a pass’ at being named TIME’s person of the year”.

Richard Stengel, a former editor of the magazine, also weighed in on Trump’s comments in a tweet posted half an hour after Trump’s, “Hate to tell you but that PROBABLY means you’re NOT Person of the Year. They just wanted a photo shoot. But I’m sure you still have that fake TIME cover somewhere in storage.” Stengel’s tweet refers to fake Time magazine covers prominently displaying Trump’s face that were hung on the walls of golf clubs owned by the President, as reported in the Washington Post in June. The magazine requested their removal.

Since Trump entered the race for U.S. president, he has frequently called news outlets in the United States “fake news” when they release reports critical of him.

Opponents: New Zealand government sneaks bill into House to avoid public backlash

The New Zealand Government has tabled the Therapeutic Products and Medicines Bill, despite unprecedented political opposition.

In 2003 the Hon Annette King signed a Treaty with Australia agreeing to hand control of the natural health products sector over to an Australian regulatory body, however she needs to pass enabling legislation in New Zealand. “This will be a world-class joint scheme designed to regulate the safety, quality, effectiveness and promotion of therapeutic products in both New Zealand and Australia. That includes the regulation of complementary and alternative medicines, over-the-counter and prescription medicines, medical devices, blood and blood products and tissues and cellular therapies,” Ms King said.

Twice the Bill has been thrown out by select committees, but the Government is determined to ram it through Parliament, according to the New Zealand Health Trust.

“Late tonight the Bill was finally tabled, with no announcement from the Minister,” said Amy Adams, spokesperson for the Trust, “Clearly the Minister is keen to sneak it into Parliament under cover of the silly season, in the hope that she can keep it under the public’s radar.”

“I welcome the support of a majority of the House who want to see the Bill go to Select Committee where New Zealanders can have their say,” Ms King said.

The NZ Health Trust conducted research earlier this year which showed 62% of New Zealanders used natural health products. “This Bill represents a massive and irreparable change to the way we make rules for New Zealand dietary supplements,” Mrs Adams said.

“Under the proposed regime, well over a million New Zealand consumers would find the choice of products adversely affected, and experience cost increases. So you can see why the Government is trying to sneak this into the House without any fuss – they don’t want the public to know.”

All the political parties except Labour have pledged their opposition the proposal, despite some intense lobbying by Australian and New Zealand officials.

“It is a very serious thing to hand sovereignty over your country over to another nation,” Mrs Adams said. “And all the other political parties see the sense in making sure the sector is regulated from New Zealand – not as a minor state of Australia.”

Ms King said: “The Bill… ensures that New Zealand will have an equal say in the setting up and running of the new Authority and joint scheme.” The new authority will be like a crown-owned entity and will have to provide an anuual report and a statement of intent to parliament each year.
